We checked out the warrants (assumptions) behind the Governor of Tennessee's New Promise of free community college or technical college for all high school graduates in the fine state of Tennessee. We discovered that a one-sided presentation of a controversial program is, by definition, propaganda. This term is not meant in a pejorative sense, merely in the ordinary way that the word propaganda is used: one-sided.
